OUTLOOK 2021-2027 FOR THE ALPI MARITTIME-MERCANTOUR EUROPEAN PARK EGTC:
Given the constraints of the 2014-2020 period, particularly in relation to the structure's cash advances, it will be a question of strengthening its financial base to overcome these difficulties.
The possibility of managing a fund of micro-projects is very interesting for the EGTC, because the role of the park could be that of facilitator and experienced administrative and financial manager.
5 major areas for improvement were identified during a meeting held on the theme of prospects for cross-border cooperation in the South Region. Mr BAUDELET Olivier (DG REGIO - Interreg - European Commission) presented the main innovations in terms of governance:

The perspective of university cooperation
The Franco-Italian University or Università Italo Francese (UFI/UIF) is an operator created within the framework of an intergovernmental agreement signed in Florence on October 6, 1998. In Italy, this agreement was then approved by Parliament by law No. 161 of May 26, 2000 and ratified by the President of the Republic. In France, the agreement was subject to the decree of the President of the Republic of December 20, 2001 (no. 2001-1267). The French office is located at the University of Grenoble Alpes and the Italian office is attached to the University of Turin. A university without students or courses. The UFI is an institution that promotes academic and scientific cooperation between France and Italy, it does not help train students and does not organize courses.

The prospect of the emergence of a "cross-border culture"
Cross-border cooperation as we know it on our territory is a fairly recent fact in terms of time. The new generations will be brought to be the promoters of a phenomenon initiated upstream by the precursors of this one. Some examples of cross-border cooperation projects may lead one to think that the younger generations are and will be increasingly involved in a process leading them to design their territory beyond the geographical border and to become actors in its development.
One of the crucial factors is in particular the cooperation at the level of the Universities and Research Centers which are located on the cross-border and intermetropolitan territory. The Université Côte d'Azur is part of this approach by carrying out cooperation on its own scale with the Italian Institute of Genova, the University of Genoa and the University of Turin.
For example, doctoral cooperation programs on certain themes have been set up. A memorandum of understanding was signed in 2020 in this sense in order to carry out didactic or research activities in all the scientific sectors of interest that are common to the university institutions mentioned earlier. These include carrying out joint research projects, sharing not only scientific documents but also research material, facilitating the mobility of students, researchers, teachers and administrative staff, as well as participating in joint scientific colloquia and conferences.
In addition, research centers also act, for example, through the DITER program (Territorial Diplomacy, a collaborative action-research program of the Center for Study and Research in Administrative, Constitutional, Financial and Tax Law (CERDACFF) , in partnership with the South Region, the Nice Côte d'Azur Metropolis and the MOT.
